Report on the General Elections 21/9/2013

This Report:

Shams Network presents its report about monitoring the general elections for Kurdistan region’s parliament on September 21, 2013 depending on the reports and data from its observers and the analysis of its experts in cooperation with its partners.

Shams Network:

Shams Newtork for Monitoring Elections is an association of civil society organizations that was established in 2004 by 113 orgnization, association and union. It conducted since 2004 observation mission in all of the elections and constitutional referendum in all the Iraqi governorates.

Shams Network had announced in its program that it is going to monitor the entire electoral cycle (including issuing of election law, monitoring the procedures and orders inssued by Independent High Electoral Commission (IHEC), monitoring voters registration, monitoring the registration of the Political Entities (PEs), financing of the PEs and candidates in the election campaigns, monitoring of the election campaign, monitoring of the Election Day (E-day); voting, counting, tabulation and the announcement of the results and finally monitoring of the implementation of the electoral promises) in addition to the work of the team of the observers of the electoral environment.

At the conclusion of the observation process, periodic and final reports will be issued about the most important points that are related to the success and the progress of the electoral process (integrity, transparency and success).

A Special Report on the Violations and Irregularities of the General Voting of the E-day September 21, 2013

The observers of Shams reported (364) irregularities, 31 of which were red, according to its rapid and initial reports. Despite this, the network thinks that those irregularities did not lead to changing the wills of the voters in choosing their representatives for the Parliament. In conclusion, Shams Network thinks that, according to IHEC’s regulations and international standards of voting, voting proceeded in a good manner and smoothly which exceeded the previous elections. That is true even in comparison with the special voting. Below are the violations and irregularities of the various polling centers and stations:

Jordan : A quite opening and weak participation

Introduction:

Seven in the morning was the time for opening polling stations for the Jordanian House of Representatives in the 12 governorates of the Kingdom, in addition to constituencies of nomads of the north, center, and south, (53) international observers from 14 Arab countries were distributed to monitor elections for the seventeenth House of Representatives in Jordan, the network's monitors are distributed on 40 polling stations in 10 governorates of the Kingdom.

The Elections Network conducts “The Elections Observer’s Course” in Kuwait

The Elections Network in the Arab Region (ENAR), in cooperation with the Gulf forum, and the Kuwait Action Umbrella (KAU), under the supervision of the development company for Training and management consultation, has just completed the course for the qualification of the international elections’ observer. The duration of the course was three days from 29 to 31 of January 2012. The venue of the course was hotel Crown Plaza. The participants were 18 male and female. Instructors for the course were, the chairman of the elections network in the Arab region, Dr. Nizam Assaf and his deputy Mr. Anwer Al-Rasheed.
